The Municipality of Lorne has issued a Request for Expression of Interest (REOI) to attract experienced developers to partner with the Municipality in delivering new affordable housing across several municipally owned sites in Notre-Dame-de-Lourdes, Somerset, and Swan Lake. The REOI supports the Municipality’s Housing Accelerator Fund commitments and seeks proposals for a range of housing types, including single-detached, semi-detached, townhomes, and multi-family developments. Proponents are expected to lead subdivision and planning approvals, infrastructure design and construction, servicing, and the marketing of fully serviced lots. Submissions will be reviewed to inform next steps, which may include invitations to submit formal proposals.
To support project feasibility, the Municipality offers a strong Economic Development Incentive Program, including grants of up to $25,000 per unit (based on unit count), 100% municipal property tax rebates for two years (with partial rebates in subsequent years for some development types), and 100% rebates on development and building permit fees for eligible residential projects. Five municipal sites are available: Shop Yards (7.54 acres) and Victoria Avenue (5,805 sq ft) in Notre-Dame-de-Lourdes; Sunset View (13,250 sq ft) and Rail Yards (4.5 acres) in Somerset; and Lorne Avenue (~3.25 acres) in Swan Lake. Council may also consider additional incentives, such as infrastructure cost-sharing, where proposals demonstrate strong community benefit and alignment with municipal objectives.
